Microsoft and Apple have designed their operating systems to accomodate preferences

Screen Readers
Software that translates what is on a computer screen into synthesized speech or refreshable Braille. It reads text within documents, dialog boxes, menu selections and icons.
Additionally text features including D(description) links, ALT tags, and media captioning can describe images and other non-text elements on a webpage.
